A Pillar of European Legal Education
The Academy of European Law (ERA), founded in Trier, Germany in 1992, is a premier institution dedicated to the continuing education of legal professionals in European law. Its creation was driven by the rapid expansion of EU legislation following the Single European Act (1986) and the Maastricht Treaty (1992), which highlighted the need for lawyers, judges, and practitioners to stay current with evolving legal frameworks.
ERA was established with strong support from the European Parliament, the European Commission, and several national governments, including Luxembourg and Germany. Trier was chosen for its proximity to the European Court of Justice in Luxembourg, fostering close cooperation between the Academy and the Court.
Over the years, ERA has become a hub for legal training, offering seminars, conferences, and e-learning across a wide range of EU law topics. It also houses a specialised library and serves as a European Documentation Centre, maintaining a comprehensive archive of official EU publications.

Defending Public Participation Across Europe
FIBGAR (Fundación Internacional Baltasar Garzón) is a human rights organization committed to advancing justice and legal empowerment. One of its flagship initiatives, PATFox (Pioneering Anti-SLAPP Training for Freedom of Expression), developed Europe’s first anti-SLAPP curriculum to equip legal professionals with the tools to defend against Strategic Lawsuits Against Public Participation (SLAPPs)—abusive legal tactics used to silence journalists, activists, and human rights defenders.
Through PATFox, FIBGAR has:
- Created comprehensive training materials on the EU Anti-SLAPP Directive;
- Conducted workshops across Europe;
- Built a network of lawyers committed to protecting freedom of expression.
